This paper examines the results of the first year of the new Russian state procurement law, 94-FZ, through the lens of the 88 regional government web portals created to implement it. Benchmarks are developed and applied to them, comparing results with two contemporaneous Russian studies. Almost all regions have provided core information provision functions, but other missing features and the lack of automation mean that more than half may have done little more than fulfill formal requirements. More website features do seem to correspond to more transparency, but the law and the web portals have done little so far to combat endemic, institutional corruption of the state procurement process.

To examine and draw lessons from the experience of creating and implementing a unique e‐government payments system (“Gorod”) in a little‐studied area of the world.

An interpretivistic methodology is used based on interviews of system developers, discussion forums, collection and tabulation of Gorod web site data, and contemporaneous sources.

Gorod permits hundreds of thousands of citizens in about 25 Siberian cities to make in‐person or electronic payments on a single, unified bill to a wide range of public and private service suppliers. While Gorod does improve municipal payments collections, cities where banks run Gorod have been less successful than those with more neutral public‐private partnerships.

Diffusion of innovation theory (DIT) provides a useful framework for examining a system at this level of granularity.

By joining public and private activities in one system, and by creating an infrastructure for the expansion of e‐government as the population transfers its activity to the internet, Gorod suggests a viable means for bringing e‐government to countries with less developed payment means and lower levels of internet penetration. When appropriate incentives are in place, e‐government technologies can have successful diffusion without requiring an extensive, top‐down program.

This subject is unknown in the Western academic literature. While exhibiting typical characteristics suggested by DIT, Gorod also shows a means of overcoming the “chicken and egg” network externalities problem.

Purpose – For decades, archivists have been appraising, preserving, and providing access to digital records by using archival theories and methods developed for paper records. However, production and consumption of digital records are informed by social and industrial trends and by computer and data methods that show little or no connection to archival methods. The purpose of this chapter is to reexamine the theories and methods that dominate records practices. The authors believe that this situation calls for a formal articulation of a new transdiscipline, which they call computational archival science (CAS).

Design/Methodology/Approach – After making a case for CAS, the authors present motivating case studies: (1) evolutionary prototyping and computational linguistics; (2) graph analytics, digital humanities, and archival representation; (3) computational finding aids; (4) digital curation; (5) public engagement with (archival) content; (6) authenticity; (7) confluences between archival theory and computational methods: cyberinfrastructure and the records continuum; and (8) spatial and temporal analytics.

Findings – Each case study includes suggestions for incorporating CAS into Master of Library Science (MLS) education in order to better address the needs of today’s MLS graduates looking to employ “traditional” archival principles in conjunction with computational methods. A CAS agenda will require transdisciplinary iSchools and extensive hands-on experience working with cyberinfrastructure to implement archival functions.

Originality/Value – We expect that archival practice will benefit from the development of new tools and techniques that support records and archives professionals in managing and preserving records at scale and that, conversely, computational science will benefit from the consideration and application of archival principles.

This chapter provides a contemporary view of state-of-the science research and thinking done in the areas of selection and classification. It takes as a starting point the observation that the world of work is undergoing important changes that are likely to result in different occupational and organizational structures. In this context, we review recent research on criteria, especially models of job performance, followed by sections on predictors, including ability, personality, vocational interests, biodata, and situational judgment tests. The paper also discusses person-organization fit models, as alternatives or complements to the traditional person-job fit paradigm.

Engaging with digital heritage requires understanding not only to comprehend what is simulated but also the reasons leading to its creation and curation, and how to ensure both the digital media and the significance of the cultural heritage it portrays are passed on effectively, meaningfully, and appropriately. The United Nations Educational, Scientific, and Cultural Organization defines ‘digital heritage’ to comprise of computer-based materials of enduring value some of which require active preservation strategies to maintain them for years to come.

With the proliferation of digital technologies and digital media, computer games have increasingly been seen as not only depicters of cultural heritage and platforms for virtual heritage scholarship and dissemination but also as digital cultural artefacts worthy of preservation. In this chapter, we examine how games (both digital and non-digital) can communicate cultural heritage in a galleries, libraries, archives, and museums [GLAM] setting. We also consider how they can and have been used to explore, communicate, and preserve heritage and, in particular, Indigenous heritage. Despite their apparently transient and ephemeral nature, especially compared to conventional media such as books, we argue computer games can be incorporated into active preservation approaches to digital heritage. Indeed, they may be of value to cultural heritage that needs to be not only viewed but also viscerally experienced or otherwise performed.

This chapter interrogates the practice of gender-based asylum as a window to the problem of gender-based violence (GBV) as a driver of migration, with a focus on Southeast Europe, reporting on one instance of the intersection between the more private matter of gender and the realms of “high politics.”

The research is based on qualitative methods, primarily drawn from existing (written) sources, including legal cases, government and NGO reports, and other documents, supplemented by information gathered through in-depth interviews.

This research found that the region is a source of migrants escaping GBV, and that migrants from this region have been agents in moving the practice of gender-based asylum forward in recent years. That migration is increasingly multidirectional. Further, the “West” offers gender-based asylum inconsistently.

Political and policy change on these matters across this region were transitioning rapidly when this chapter was written; there will be a need, therefore, for updates based on any new developments.

Policy progress should be based on recognition of Southeast Europe’s varied roles as receiving, transit, and destination countries as the region’s viability and visibility increase.

The chapter analyzes a legal terrain that is rarely done outside of the field of law. It offers the most recent analysis of current developments in gender-based asylum with a Southeast Europe focus. Finally, it contributes empirical research to the evolving theoretical discussions of the privatization of the public sphere, particularly for emerging democracies.

In this case, it is only a prototype which may not lead to a commercial launch — but with the full text and images of 1350 scientific journals in prospect, it is certainly ambitious.
